此协议保留了香港原有的法律体系，维护了人们享有的权利与自由。
简而言之，此协议为香港未来的发展以及使香港作为一个世界贸易和金融中心继续发挥其独特作用，提供了必要的保障。
谈判本身也使我们两国的关系更加密切，我们相互之间的理解、尊重与信赖也随之加强。
我深信，在未来的合作进程当中，我们一定能建立更为亲密、更为深厚的友谊基础。
这既有益于英国，也有益于中国，更有益于全世界。
最重要的是，有益于香港人民。

IrememberwithpleasuremylastvisittoSeptember1982andmydisswitheseleaders.AtmymeetingwithDengXiaopingonthato，weagreedtoopentalksoureofHongKong.Ourwastomaiory'sstabilityaisinaspiritofprideandofoptimismaboutthefuturethatIosig，whichistheresultofthosetalks.
Ithinkyouwillagreethattheioalwayseasy.Atpointsthereweredifficultdeadeonbothsides.Thereweremomeooverethesedifficultiesweodrawonasharedfundofgoodwill；onfriendship；andonaenttoHongKong'sfuture.Thiswaswhatmadesuccesspossible.Ishouldliketopaytributetothedediofthetwoingteamsandalltheirsup-pstaff.Itisthaionandresourcewhichtheyshowedthatweaoday.
TheAgreementfullymeetsthepoliticalrequirementsofBritainanda，aswellastheiheHoprovidestheframeworkineistrativeRegionofthePeople'sRepublia，HongKongwillmaintainitseicsystemandwayoflifefor50yearsafterthefirstofJuly1997.
ItgivesHongKongahighdegreeofautonomy：HongKongpeoplewilladministerHongKongandtheSpeistrativeRegionwillpassitsowion.ItallowsHongKongtouetodeidtradepolidtoparticipateasappropriateiianizationsapreservesHongKong'sfamiliarlegalsystemasandfreedomsehere.Inshort，itprovidestheassurahefuturewhigKongneeds，iioplayitsuheworldasatradingandfier.
